US is the best study destination to pursue undergraduate degree but getting a US VISA is very difficult also the cost of education in US would be much more as compared to UK and Australia.
Getting a VISA for UK is not difficult but job opportunities in UK is not good.
Australia and Singapore has very good job prospects as compared to UK or US.
Please note that institutes in India do offers campus placement to students, whereas such facility in not available in universities abroad.
Your brother may work part time while pursuing studies abroad, but such opportunity in not possible in India.
So based on the above mentioned parameters your brother may decide whether to pursue studies from India or abroad.
For your reference find below the eligibility criteria to pursue undergraduate degree from universities in the countries mentioned abroad.
- 12th pass from recognized education board (70% plus in 12th)
- High scores in SAT.
- High scores in IELTS or TOEFL.
Preferred SAT scores 1800 plus.
Preferred TOEFL score- 80 plus.
Preferred IELTS score- 6 bands plus.
The eligibility criteria for admission may vary from university to university.
Please note that universities in Australia and UK do not require SAT scores.

BPP is Bachelor Preparatory Programme, this programme is offered by the University to those students who wish to do Bachelors Degree of IGNOU but do not have the essential qualification of having passed 10+2.
In absence of such a qualifying certificate these student are deprived of higher education.
To enable such students to enter higher education stream, IGNOU has designed this preparatory Programme.
This is an enabling programme of the University but is not equivalent to 10+2.
So after completing this program you may surely pursue B.com from IGNOU please note that since it is not equivalent to 10+2 so it would not be possible for you to get job on the basis of BPP program.

The eligibility criteria for AIPMT are as follows :
- The candidate must be of minimum 17 years of age and not more than 25 years of age.
- The candidate must be a citizen of India.
- He/she must have completed Higher Secondary. Those who are about to complete i.e. who are waiting for the results can also apply for this exam.
- One must have minimum 50% of marks in subjects of first stream i.e., Biology, Mathematics, Physics, English in Higher Secondary (10+2), 40% of marks in case of Schedule caste / Scheduled tribe candidates.
