Yes you can give the improvement exam next year as it depends upon the passing year in 12th.
So it is advisable to contact the institute officials or visit the official website to get the exact details.

First of all clear ur confusion between the two mech or software enng coz both the fields are too different frm each other make urself sure weather u r interested in mech enng or softwreenng?
and about ur query .if u want to pursue ur engg degree from institute like IIT,BITS Etc.then go for 10+2.or you can study in any govt approved enng collg then u can take diploma.choose technical subject either computer science or mcvc if u want to go through 10+2.all the best
