Yes as per the rules of the Medical Council of India. In India you'll also have to have a meritious rank in various entrance examinations.
A much better option would be for you to complete your MBBS in Russia and get an internationally recognized degree that is equal to a degree received in any European country (as per the laws of the Bologna Convention) and practice in India or whichever country in the world like thousands of our Indian students (more than 50% girls) are already doing.
Finish your entire course in INR 12 - 15 lacs (universities being government universities and hence fees subsidized by the government)

If not, you can pay huge donations and yet try to get a seat. Fees varies for different colleges. I would suggest you to not to worry so much with the fee concern, rather put in your best to crack the seat in best colleges across and moreover, almost all educational hubs offer scholarships, education loans and even financial assistance to its students.
