No it is not mandatory. A graduation degree in a relevant discipline is the minimum requirement. IAS is open to doctors, engineers, lawyers, etc.
You'll be given a choice to select optional subjects while applying for Civil Services.
You have not shared your academic details. However, there are several factors that need to be considered before choosing a particular stream after Class 12.
This is because the chosen stream would determine which path your career would take and the two main factors that should be taken into note while choosing a stream are:
Aptitude of the student

Science Stream-
B.E/B.TECH
BCA or B.SC CS/IT
B.SC (either of PCM subjects)
Medical

As per your query, it seems that you wish to pursue MBA from UK, so regarding this please remember in order to pursue MBA from good universities in UK , you need to have atleast 2-3 years of full time work experience after graduation.
Besides work experience you also need to have very good academic record, preferably 60%-70% plus in graduation, plus you need to take below mentioned test:
1. GMAT.
2. IELTS or TOEFL.

3. Durham university.
So, as per your profile, I would suggest you to work for 2-3 years after completing your graduation and then opt for MBA from good universities in UK.
However, if you do not wish to work and continue with with your studies after graduation in that case you may consider pursuing Msc in management.
