Actually about the college you are asking is affiliated to Gurukul Kangri University. HNBGU is a different university located in Tehri and Pauri and a central University.
HNBGU is a central cum affilating university so there are many college which provide MBA but the University Campus college give admission in MBA by it's own entrance , CAT, MAT, CMAT , UKSEE etc score.
You need a good percentile like anything more than 50% subject to GDP/PI and graduation Marks.The university campus college provide MBA at very decent fees .

No If you fail in group discussion and written ability test after CAT exams then we cannot get seat in IIMs. Because you could not qualify the first two rounds. So that's why you cannot get a seat in IIMS. CAT Group Discussion GD is the main part of the selection process to get admission into one of the IIMs in India.
