Yes, candidates with GATE score of 400 to 500 are also eligible for COAP counselling. However, admission and selection chances completely depends on different criteria such as branch selection, competition level, category, etc.

Yes, Indian students can change courses at Conestoga Canada. It is only allowed during a specific period and according to programme rules. 

To change a course, one can use the Student Portal to add or drop courses when timetables are released.  Another way is to submit a Course Change request form under the "Services" tab on the portal.
