Yes, you should be carrying a valid government issued photo ID with your print out VSAT admit (hall) card with you in order to access the exam hall.

It is always stated in various sources:

You must carry your VSAT admit card along with a photo identity, e.g. PAN card, Driving License, Voter ID, Passport, Aadhaar and college ID (with photo)

You will not be permitted to take the exam without proper identification .

No they will not accept the hall ticket in the phone. The VSAT regulations demand a hard copy of admit card that is printed on paper and there would be no access to mobile phones in the exam-hall.

Important things to remember:

You are required to carry a printed admit (hall) ticket - digital ones are not accepted

In the examination center mobile phones are prohibited


What to Take to Exam Day
Hard copy Printed VSAT Admit Card

Original Photo ID (Aadhaar card, Passport, Driving License, Voter identity, PAN, College identity card).

Pencil, pens, eraser, etc.

Two or three additional printouts of your admit card - to use should you lose one
