Admission in IIT is based on JEE advance rank. For JEE advance, you have to pass JEE Mains entrance exam. I have no idea of dtu lateral entry. There is no lateral entry in IIT.

Hello Himanshu, To be eligible for NEET exam the candidates must have fulfill the minimum eligibility criteria. The NTA has released the bulletin for the NEET 2020 Exam and the application process has been started. The interested candidates can apply for the exam till 31st December 2019.
