With a KCET rank of 52,000 for BE Computer Science & Engineering, getting into top Karnataka colleges (like RVCE, PES, BMSCE, MSRIT) is highly unlikely, as these usually require ranks within top 1,000–3,000.
You can consider:
Lower-tier NITs/Private colleges in Karnataka
State colleges with available CSE seats in later counselling rounds
Other branches like ECE, IT, or Mechanical as backup.

A NEET score of 620+ you have great chances of MBBS seat at top medical colleges of your state and through 15% all india quota. But It's quite difficult to predict that whether you will get seat or not as cut off marks for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them, toughness level of the examination etc. But when we go through historical statistical data then it suggests that with 621marks you hold very good chance to get a seat in Government Medical College according to previous cut off

Definitely you should go for it as there is no age for education. You should feel free to complete your education. Definitely you can do B.Com in distance learning, you just need to go for universities approved from all government accreditation. But remember that the value of a correspondence Bachelor's degree will be less as compared to a regular one. I suggest you to choose such University where there is no issue of attendance so that if you can't attend is okay.

In India there are many top IITs and research institute for Engineering and Other Science stream like
Indian Institute of Science, Bengaluru
IIT Bombay
IIT Madras
IIT Delhi
List are so long after that IIITs and top NITs are the best Engineering Colleges
Some of the private colleges are also good which compete with these colleges like VIT Vellore, BITS pilani, Manipal University etc. After that some state government colleges are also good in their respective State.
