As per my knowledge, The package depends on what you can show to the recruiters, and how much you are worth or deserved. Some students cracked the placement and got offered 21 LPA, while many failed to do so.
The salary of an individual also depends upon his /her capabilities. Just holding one degree won't enhance his salary but if he has knowledge, skills, and dedication towards the work along with the degree then he will always be paid higher.

That's not correct. Faculties are good in each and every branch and if they weren't then tell me why they choose teaching as their profession?
The main reason is the way they are teaching and how you adapt yourself in learning from them. They have a proper knowledge of each and every subject and if you have interest in their subject then they will do their best to make your subject clear.

Civil has very knowledgeable faculty. They are very helpful too. We had civil for one semester as a first year subject so from that experience I can tell you that the faculty are quite obliging. As always there will be faculty whom you don't really prefer, but overall they are rather good.
