Hello Bipin,
There is no concept of provisional admission if you have a compartment. Only after you clear compartment, it is considered as passed and then only you become eligible for admission in any college.

Yes, with an AIR of 209 under stream 1 and 2, you can have a seat for CSE. But it depends on the seats available and the no. of applicants also. You will get the counselling date on June 19 so that you have good chances of getting the course you wish.

DTU gives a lot of student fees concession but that is based upon you family annual income. For the current year 2018-19 the Maximum annual income should not be more than 4.5lakh to apply for fees concession. You basically have to produce an income Tax Return receipt for that. Moreover, you can also get scholarship though government portal scholarship. Com and after filing and online form you have to submit it offline to DTU, then you get you money.
