Hello Akash, you are already in the third year of your four year engineering course and now you are seeking change of branch. I that correct? Normally speaking, students are allowed change of branch at the stage of second year of degree course because from second year onwards the subjects that are taught are specialised to the branch that is selected. So if you want to change your branch you may have to go back to 2nd year. If this is acceptable to you then you may approach your college and then perhaps they will accept your request. Yes, you can take admission outside India, but you may be needed to repeat the semester again because everywhere there are different policies, but if you have your result and you are taking in admission in the same course then most probably there is no need to repeat your semester.
