You can get admission in NIT, if cutoff is quite low, but you may get admission in BIT Mesra, DIT University, Sharda University, Chitkara University, and Chandigarh University with this rank, so you can try to get admission.

Hello,Yes, you can apply for the UGC NET exam. As per the UGC NET exam guidelines candidates who are in the final year of their post-graduation can also appear for the exam. NTA has also released the UGC NET 2019 Application form on 9th September till 9th October 2019. After meeting all the eligibility criteria you can apply online from the official website of the NTA. After clearing the UGC NET exam make sure you will qualify your Master's degree within 3 years of duration. For PGDM in Marketing, Balaji costs around 7.5 lacs just for education. You can add 3.5 lacs for accommodation and other expenses. So, somewhere around 10-11 lakhs will be the cost. ROI is decent.

Yes, private students are allowed to write the exam. For that, you need to fill the form. Admit card alone with an id proof will allow that students to write their entrance exam.

Asia-Pacific Institute of Management, New Delhi, does offer an AICTE and Ministry of HRD (Govt. of India) approved PGDM course in Finance. It Is a 2-year full-time program that prepares you for the banking and financial services sectors.
On placements: As per their website and social media updates, the college has been providing 100% placements to its students. So I think placement is not a worry here.

78 percentile is quite low for getting through MMS programme in any of the mentioned colleges. You can try for PGDM course in Indira. Chetna, MET, IES close on higher scores even for PGDM.
