Hard to say, education standards are so high in Germany and so is the academic qualification and an applicant's mettle. A diploma will land you nowhere. If Germany is the country you are heading for holding a Masters or a even BS from a reputed university is important. Also the country offers no diploma programs on the whole. However check RWTH Aachen-RWTH International Academy for a short term course in automobile engineering they offer. The program is meant for current undergraduate students who have a strong command of the English language and are interested in automotive engineering.

B.Tech in CSE from IITs , BITS, NITs and IIITs is a better option in comparison to doing CSE graduation from Australia. It has better return on investment (ROI) in comparison to education in Australia. However, if you are getting admission in low rank private engineering colleges then Australia will be a better option.

In brief, it can be stated that the UGC or the University Grants Commission is the highest authority as far as higher education and the universities are concerned. No university can exist, let alone confer degrees to run colleges without the approval of UGC.
Universities can be private, state, central, deemed etc but irrespective of their category, a university which is approved by the UGC and listed in their list on the official website is a genuine and legitimate university.
Here you can get the list of Net Coordinating institutes which is approved By UGC :

Currently scope or job opportunities in various branches of Engineering is as follows in the order of precedance : CSE, ECE, Mechanical, EEE, Civil and Chemical Engineering. Scope of different engineering branches have seasonal variations. It is difficult to forcast which branch will have best scope in next 4 years. One should do engineering in subject of their interests. Therefore, It is recommended that you may choose your branch based on your interests not on scope to excel and succeed.

Hi pankaj, automobile engineering is a pretty good branch as they have some of the very good professors. There are several societies working full time for it. The placements are good for the branch but they are not very good. The fees for the college is around 360000 for 4 years. Other than that the hostel fees comes to around 60000 anually.
