You may skip PPL to directly go for CPL. But SPL is issued after initial exam within first week to allow you to start your flying training.
For PPL the requirement is 40 hrs of flying.

I am afraid that you may not be eligible for this. Normally, all states have reserved lateral entries to the students of their state only. I only hope at least in future, a student in any corner of India would be eligible to seek admission in college anywhere in India.

Deadlines for most universities will be over by November. You can be eligible for 2019 intake. But also it depends on which university you are applying to. Very few universities have deadlines until Feb -April. In that case, you can do so but there is no guarantee that you will get the visa on time. So everything will be nothing but haywire. I believe you have already posted questions like these and you have been explained how deadlines and intakes work in the USA. So ideally, you must prepare for one year.
