Yes, you may apply for the Maharashtra CET exam. The basic eligibility criteria is Candidates must have a Bachelors' degree in any discipline from any recognised university with a minimum of 50% marks, and at least 45% in case of SC/ ST candidates.

The exam is not scholarship based. It is just an entrance based. The percentile secures your admission but does not provide you any concession in the fees. Step 1- Apply for the course by filling up the admission form. (Available online and at the institute too)
Step 2- A list will be released for the Personal Interview of the shortlisted applicants. Step 3- Stay calm and give the interview well. (The questions asked are practical and easy to answer)

No, it is not possible to do final year of Graduation through Correspondence mode. You need to pursue 3 years Graduation only in one mode whether it is regular mode or correspondence mode. But, you cannot pursue 2 years course in regular mode and final year in Correspondence mode.
