No, with a graduation degree and a BSTC diploma, you cannot apply for level 2 in REET. Venkateshwara Open University BSc is offered in various specialisations such as Physics, Maths, Chemistry, Botany, Zoology, Biotechnology etc. The University offers BSc for the duration of 3 years in full-time mode.
