In UK, a certified chartered accountant is a member of the Association of Chartered Certified Accountants, London. Apart from meeting the requirements set by the ACCA, candidates also have to clear ACCA exams and secure a minimum of three years of practical experience to become a certified chartered accountant.

As per your score in CMAT, it would not be possible for you to get admission in good B-school.
So as per your profile I would suggest you to take a year gap and prepare for next CAT and other management entrance tests and score well so that you may get admission in good B-school of your choice.

If you mean Delhi university, then please remember every college has its own course specific eligibility criteria for admission, in order to know the exact eligibility criteria it would be always advisable to browse through the college's website you wish to apply.
Overall, in order to pursue B.com from good college in Delhi university you need to have 80% to 85% plus in 12th.

Keeping your concern in mind I would say that graduation in one sitting is illegal and not acceptable for higher education or jobs in any sector (government or private) .
So, it would be advisable that you pick 3 years full time or distance under graduate degree program.
