As you are already working with Coal India, I don't think there is any need to tell you about Mining Engineering. Thus I am simply writing about the eligibility to pursue B.Tech in Mining.
For admission in a bachelor’s degree, the candidate must have passed the higher secondary school certificate (10+2) examination with science subject such as biology, maths and chemistry.

Dear Rishi,
As you are interested in pursuing B Tech Mechnical from NIT-Rourkela. The basic eligibility is 10 + 2 with minimum 60% marks. Admissions are made through JEE (Mains) scorecard through centralized counseling.
As for JEE Mains score is concerned, it will be difficult to provide any information about the same as the scores and eligibility keeps on changing every year. The best way would be directly contact the institute. Below is the institute link

For more information about study in Germany, I would suggest you to visit the DAAD office. DAAD is officially authorized to give information about education in Germany.

Also education in Germany is govt. funded and there is a possibility that you might have to give a minimal fee ranging from 140-500 euros.
A student is also allowed part time employment. So, as a friend I would advice you if possible go for a German language course as well!
