You can get admission in a state government college mostly but branch will be not too good. In central government college there is very few chance that you will get any seat, so you should try in government college of your state only.

JEE Advance examination conducted once in a year and rank in that examination consider for admission. I think you are asking about consecutive two attempts given by a candidate in advance examination and about best of them, so I want to clear you that your rank of each year will consider only in that year for taking admission in college, it will not count in next attempt or year.

Yes you can get admission in NIT but branch may differ from your choice. However in low NIT's you can get even good branch also. Now for taking seat in IIT you should first clear JEE advance examination then according that rank you can get admission in IIT. Here are few NIT's where there ia a chance that you can get seat :
NIT Jalandhar : here you can get Industrial and Production Engineering
NIT Durgapur: here Biotechnology you can get
NIT Nagaland: Here you can get Electronics and Instrumental engineering
NIT Raipur: Biotechnology you can get here

Their is no special cut off for any course at sastra, it depends on the availability of seats
However in 2021 and 2022 for CSE your SASTRA UNIVERSITY rank should be less than 700 and 502 respectively (approximately)

For B.Com Hons course the admission is on merit basis. The eligibility criteria is passing from any recognized institution. Also,95% of the total seats are reserved for Odisha candidates. In order to check the cutoff list, you need to log on their official website. Then you need to fill in your details such as application number, date of birth .
