As on 24 April 2013, the technical university of Munich reached the decision to elminate university tuition fees. As of winter semester 2013/2014, students are required to pay only the student union and basic semester ticket fees in the amount of 111 Euro.
The basic student union fees is 52 Euros per semester and semester ticket fees is 59 Euros per semester. Both of these fees must be paid every semester before students are permitted to enroll or re-enroll.
As you can see, higher education is almost FREE in biggest technical universities in Germany. However, at this point you should be concerned about securing an admission first as the admission is very competitive in these universities due to world class education infrastructure and almost negligible fees.

Please remember with 15 years of education i.e (10+2+3) UK would be the best study destination for you to pursue masters degree as in order to pursue masters degree from universities in US you need to have 16 years of education i.e.(10+2+4)
The duration of masters degree in UK is one year only as compared to two years in US.
However if you wish to pursue masters degree from universities in US only in that case I would suggest you to complete your post graduation from India only and then apply for MS degree in US.

In order to pursue masters degree from universities in UK, you need to have relevant undergraduate degree from recognized university with good academic record, preferably 60%-70% plus in graduation, plus you need to take IELTS or TOEFL test to prove your english language proficiency.
In order to pursue masters degree from universities in UK or US you need to IELTS score of 6.5 with no band score lower than 6 or TOEFL score of 80-90 plus.
Please note that universities in UK do not require GRE scores.
In order to get admission good university in US for MS degree you need to have GRE score of 300-320 plus.
