Always remember, you must pursue your qualification from a recognized board / university as it is the basic requirement to apply for any course or job in future.
Regarding IGNOU, as per the official website, it is recognized as a Central University by the University Grants Commission of India (UGC). The Association of Indian Universities (AIU) recognizes IGNOU conferred degrees as on par with the degrees conferred by its members and the All India Council for Technical Education (AICTE) recognizes the Master of Computer Applications and Master of Business Administration program of IGNOU.

law and mass communication are good if pursued with interest from a good institute.There are so many good mass communication institutes each equally good. Apply at any of the Grade A universities like Osmania University, Hyderabad, Nitte University, Mangalore, Jamia, Manipal etc. Besides ACJ, Chennai and Masscom, Kerala are also good but only for journalism. Look for good faculty and lower fees. Best wishes.
