It's unfortunate that you were unable to pursue education after your 10th due to family issues. Science, Commerce & Humanities are the three streams available after 10th for 11th & 12th class studies and you have to choose one of them for your further studies.
You need to contact the institute officials personally for specific admission details as it differs from one school / college to another. You may also consult your previous school / college, if they can re-consider your case. I would request you to contact your Head of Department / school regarding the procedure set forth by the school / college.

There is nothing that you can regret. Yet you can make a big achievement in your career. Right from now also. As you have studied up to 10th. If currently you are working then complete your 12th from NIOS. There are many courses & career options available after 12th. May be after a four years gap, it may go difficult for you to cope with regular courses that's why I suggest you to go for NIOS.

There are very few schools offering MS in Remote Sensing and GIS. Two of them are Florida Institute of Technology and University of Maryland. You will find most universities offering GIS or Remote Sensing in their Earth Science or Computer Science programme. Other options include Colorado School of Mines, University of Colorado Boulder, University of California Davis.
Please check the university websites for admission details. Some of them do not require the GMAT. I will also suggest you to write to these universities to know more about your choice of specialization.

There are several Civil and Government exams that are conducted. Every exam has a different eligibility criteria and pay scale. The pay scale is decided on various factors, such as rank / position hired for etc.
