it is education portal not a recruitment portal. Any way HCL technologies will issue it depending upon market requirement.for 2012 batch they didnt issue doj till now i m not sure about it.
participate in other companies recruitment process dont depend on HCL.if u got it early then its ur good luck

You can start preparing for GRE and TOEFL and take the tests before November 2013 or at the earliest possible. Most of the top universities deadline will be in the months of Nov/Dec 2013 and Jan/Feb 2014.
