Universities like MGU, NIU, AU etc are offering B.Sc biotech. in Delhi / NCR. Other than this outside Delhi too you have many good universities like Chitkara, Chandigarh University, Lovely etc offering the course.
You can also go for a professional degree like B.Tech in biotech, nanotech, food tech etc that are new branches available for students with medical background.

Inter-college transfer is itself difficult as it depends more on the college you need to be transferred in. And in your case you have some papers to clear. Four semesters out of 12 have already passed. Hnece I dont think it would be feasible in your case. I suggest you focus on clearing your back papers first.

You personal interest would matter the most. Find out what kind of a career you would want for yourself. What kind of work you are more comfortable doing at. Then list out the engg branches in a priority-wise sequential order. Then once agai nquestion yourself as to what you would be required to do in the jobs related to those fields. Perhaps then it will be easier for you to decide. If you are held up in making a choice between two branches of your top choices then question us again at this forum.
