There are basically two ways you can study at top colleges, either by self-financing or through government approved scholarships for Nepalese students. In order to get into top institution like NIT or IIT, you have to undergo the DASA scheme for NIT and write the JEE for IIT. Other than that you can get into top private colleges by directly applying with them.

You can apply for any entrance exam for MBA. They will check your respective exam marks before your academic scores. Since criteria are 50% for eligibility, you are eligible to apply for exams like CAT and similar to it.

No, you can't do BE or B.Tech in part time after Diploma. BE or B.Tech is a regular degree course, and you won't be able to do under distance unless the provider is a fake institution.

Osmania University Common Entrance Test or OUCET is a post graduate eligibility test conducted by Osmania University. There are about 19,000 seats at Osmania University, Palamuru University, Mahabub nagar; Mahatma Gandhi University, Nalgonda and Telangana University, Nizamabad. The entrance test is held in May/June every year.
So, I don't think you will get seat if you don't give OUCET.

Yes you can get admission in DDE, University of North Bengal in M.A. in History. As per the University Admission notification of dated 16.09.2020. there is no specific percentage requiremens for the asked PG course.
Eligibility criteria : (a) B.A. (Hons) degree in the respective subject OR (b) B.A.( Pass/ General Course under
10+2+3 pattern / Old 11+3 pattern) OR (c) 2 years B.A. degree with 1 year Bridge Course, from any recognized University.
