No, I guess. According to your rank I. e. 17k you cannot get BVSC. In all India the total seats are just 400 - 500 for this course. A rank of 1700 - 1800 will assure you a seat for BVSC in General merit. With a 94% in PCB, a score of 140+ is safe to get admission into BVSC.

Symbiosis Institute of Technology, Pune accepts admission via SITEEE/JEE Main. As far as JEE Main is concerned, there is not any fixed cutoff for admission into SIT Pune for any branch. Its just the number of students applying for the admission decides the branch you will get at the time of counselling.
