Here is the basic eligibility for pursuing B.E in Chemical Engineering:
Aspirant must have must have passed 10+2 or equivalent examination with Physics & Mathematics as compulsory subjects and any one of the following subjects : Chemistry / Biology / Biotechnology / Computer Science / Electronics
Candiate must have scored minimum 60% marks (55% for SC/ST candidates) in aggregate of three subjects, namely, Physics, Mathematics and any one subject out of Chemistry, Biology, Biotechnology and Computer Science.
As various institutes conduct their own entrance examination as a gateway for admission in their colleges.
In IIT admission is made through a Joint Entrance Examination (JEE) conducted on an All India level

Firstly, prior to considering Germany as an option, I suggest you complete at least B1 level of your German proficiency. Though international programs are taught in English, a good understanding of German language will help you network with people around.
