Indian Administrative Service is one one of the departments of Union Civil Service. So it is called Civil Services examination. General studies & Current Affairs are the subjects for the Preliminary examination. Those who are selected in the Prel. Exams are eligible to appear for the Main Exams. (If you can get throgh the Prel. Exams, you will easily get top rank in any PSC Exams. That much deep is the general study.). If you pass the main Exams you will be called for the interview. You can expect the examination and the interview to be very tough to get through. And if you figure among the Top 50 you can choose be an IAS/IPS/IRS/IES/IFS/ICS Trainee. There are around 700 vacancies every year and the notification comes in February. Preliminary Examination is in June and the Main Examination is in December

The minimum educational eligibility conditions for doing a PhD program in Germany is a Master's degree in the subject area. However, in some exceptional cases with outstanding academic results, students may be permitted to take up a PhD program with a Bachelor's honor degree. This depends on the subject, the university, the department and sometimes on the individual academician's views. Student aspirants, who would like to pursue a PhD program in Germany's higher Institutions, are advised to check for the entire admission details and the financial supports, from the respective Universities or Institutes. You may try in Technical University Munich, Dresden University, Humboldt University etc.
