Most of the time, it is not really a problem to pursue two degrees at the same time, one being the regular type and the other one attained through distance education. This however will still depend on the policies of the government or organisation to which you will apply.

Generally then, government jobs will not prevent applicants from holding different degrees as long as both degrees are valid and recognised by institutions. 

Of course, there are some fine points to keep in mind. Both regular and distance education degrees should be from UGC recognised institution or relevant government authority. Degrees as distance from institutions accredited by Distance Education Bureau shall be accepted. 

A few government job notifications, however, mention in their notifications an upper age or work experience requirement. Of course, it will be affected if the degrees were completed in a certain time frame. Hence ensure that the degrees do not reside in violation of any specific entry criteria related to these. 

Definitely, you can apply for admission in B.Sc even without passing mathematics in Class XII boards, if the university or college into which you are applying has such eligibility criteria. Most universities and institutes have a system to consider even overall marks, including the other sixth subject, for judging the eligibility. You will be declared as passed in board exams as it is assumed that you pass physical education as the sixth.

Specific B.Sc courses, mainly in mathematics, physics, or engineerings, may require qualifications based on eligibility which attach importance to mathematics. All universities would not have a flexible norm as such upfront, and many may actually require a pass in mathematics as core before admitting you to do B.Sc.

The eligibility requirement for every institution is different for B.Sc study. But, in case you are looking for courses like B.Sc. in physical sciences, biological sciences, and others, among which mathematics is probably not one of the compulsory subjects, then your chances of getting admitted in such a course will be relatively high.
