To get into government job you need to be a graduate from a recognized institute/university and clear the required entrance test.
As per the official website of the university, " Mangalayatan University (MU) has been notified by the Government of Uttar Pradesh as Act No. 32 of 2006, by its Gazette No. 362/VII-V-1-1(Ka)-12/2006 dated October 30, 2006, with the right to confer degrees under section (2f) and 22(1) of the UGC Act. "

There is no fix ratio of employees per department. MNC does not mean that it will have all types of operation, it merely means that an organization has presence in more than one country in terms of production/operation /sales/services. Aditya Birla group is an MNC and it is diversified in mining, textile, software, manufacturing etc. It is an MNC because it has operations in different countries but in Australia, it has only mining business whereas in India, it has textile and software also. Now in each type of business vertical, it will have different ratio of employees in each department. For example, in software, it will have 70% engineers but in mining, it will have 70% miners.
In view of above, you are suggested to decide types of business vertical in your hypothetical MNC for which you want to design computer network, allocate certain probable ratio of employees per department and complete your project.
