It's difficult for me to say for sure as admission requirements can vary from year to year and are ultimately determined by the institution. However, based on the past trends, with a rank of 21000 in EAMCET, you may have a chance of getting admission into CSE programme at PVP Siddhartha Institute of Technology. I would suggest that you check the previous years' cutoff for CSE programme at PVP Siddhartha Institute of Technology to get a better idea of your chances of admission. You can also contact the college directly to inquire about their admission requirements and process.

To admission in NIT's, your Category Rank as well as CRL Rank is considered in JoSAA Counselling. If you belong to any of the reserved category, and since reserved category has some reservations, so your category rank will be considered in that case. And if you belong to general category, then only the CRL rank will be considered. But at the time of counselling first you'll be allotted with your General Rank but if you don't get a seat with General Rank, then your category rank will be considered.
