Yes, many students are heading for US or Canada or Western European countries. The countries which are witnessing decline in population are faced with reduced intake in their well-established colleges and hence offer good scholarships to prospective students. Hence, you have good chances of getting admission in any of the European or Canadian institutes. However there are many nuances to the whole process and hence I will strongly advise you to approach an agency which is dealing with sending students abroad and particularly to Western Europe or Canada.
