There are many colleges which do offer Bachelors in Economics as a Honors program; in fact any of the central / state varsities does offer this option. Yet you may refer to the following link to know about the same:

The key factor for cracking the PET or any EE is good faculty and time management.
You can go for GT as it has good faculty members and also it is near by so you can manage the time well with your school schedule.
If your school has flexible attendance option and you don't mind travelling then you can go for FIITJEE, that would be even better as it has even more experienced faculty members.

ITI is a good course option for specialized and professional programs and more over these are industry and government approved courses hence the value of such courses is definitely a valid one and a candidate can expect to carry out a good career innings on behalf of such courses.
Depending on the kind of course you pursued, one can look for immense employment opportunities in the relative fields but comparing these courses to degree programs like engineering courses, the career prospects are definitely limited and so it the growth; hence if getting an option, then you should surly try for a degree course instead of a diploma/
