This is always debatable question because there are plenty of jobs in culinary field. Certificate course is also working certification to get into hotel industry unless it is from a know and reputed college.

Yes, it is very much possible as IIM gives an exit option after 3 years, that is after completing BBA. But for getting into other , IIMs you will have to prepare for CAT and give the CAT exam and then you can join other IIMs.
