The eligibility criteria for PhD varies for every institute. However the basic requirement is a Masters degree or an equivalent degree in the relevant discipline. However the cut off percentages vary.
Some of the institutes conduct entrance exams and some of them require at least two Research Publications for the PhD programs. Some also require work experience of a couple of years.
Candidates desirous of earning a PhD in a particular area should exhibit deep understanding and maturity in that area.
This is evaluated through an extensive interview by a panel of experts. A description of one or two proposed areas of specialization (1-2 pages per area) is to be attached along with the application form.
The description should include references to work published in leading journals or conference proceedings including at least one reference to seminal work in that field.

4. Preparing for IAS requires combination of smartness and hard work. Do the right things to gain an edge over your competition:
*Get the right books for Prelims
*Start preparing at least 10 months before
*Solve past year questions to test yourself on regular basis
*Cover the scoring sections early
*Cover the syllabus strategically. Don't go for a "prepare all" approach for IAS prelims
*Balance paper 1 and 2
