Hello Soumita Haldar, after doing graduation in Chemistry you want to pursue engineering in chemical? If I may ask why you want to spend four years to this course whereas you can do PG and halfway through to your doctorate in Chemistry in this period? However if you still want to pursue, you need to appear for and clear entrance test that is assigned by your state for admission to engineering colleges. Also please check about eligibility conditions particularly about year of passing of 12th etc. Best wishes to you.

Hello Shivani Kumari, normally speaking all states restrict admissions to Diploma courses only to the students who are having state domicile. However, due to fewer applicants, the stone state government has relaxed this condition. However, no one is publishing seats reserved for outside-state students. You will have to make quiet inquiries directly with your intended institute to get information. Best wishes to you.
