Yes, you can prepare for the CAT indirectly in your second year. Since it usually takes 3-6 months to prepare properly for the exam, the third year would be more ideal to start your preparations in full swing. Good luck.

Eligibility for IGNOU B.Ed Admission 2019:-
(a) At least 50% marks either in the Bachelors Degree and /or in the Masters Degree in Sciences/Social Sciences/Commerce/Humanity. Bachelors in Engineering or Technology with specialization in Science and mathematics with 55% marks or any other qualifications equivalent thereto.
AND
The following categories are eligible to be students of B.Ed. (ODL):

That's so irresponsible of you to do such a mistake. It completely depends on the examiner who will check the copy. If your answer is right, then he may forgive the mistake and will give you marks. But, chances are less.
