So regarding this please remember you may surely apply in American universities during final year of graduation.
However please remember with this you may get provisional admission, for confirmed admission you have to submit your graduation transcripts and degree completion certificate.

Please remember application deadlines in American universities for international students are set by the department delivering each program, and these deadlines may be as early as 12 months before the program begins.
So, in order to know the exact application deadline it would be always advisable to browse through the university's website you wish to apply.
Overall,universities in US have 2 admission intake in a year namely:
- Fall(September) intake.
- Spring(January) intake.
In most of the universities the deadline for fall intake is July and for spring intake it is November.
So it would be always advisable to take GRE and TOEFL test atelast 4-5 months in advance of your planned admission intake.
Please remember without transcripts you may apply in American universities, but with this you will get provisional admission only, for confirmed admission you need to submit your graduation transcripts.
So ideally you should wait till your graduation results and then apply with full set of documents.
