Because the IHM Shimla is rated 4.4 out of 5 by  real verified students, while  students at Shiksha.com have given the  rating of 4.2 out of 5. Even IHM Shimla provides 100% placement and some extra facilities compared to IBM Kovalam. Also, IHM Shimla provides a better average package than IBM Kovalam.
