Yes central board of secondary education give scholarship to 10th and 12th pass students.
The scholarship creteria is like this:
Candidate score more than 80%marks:get Rs 10000 per year upto 12th class
Candidate score more than 90% marks:Get Rs 15000 per year upto 12th class these scholarship valid.

After 12th you may do BA or B.com. three year course and then go for LLB three year course this takes 6 years in all but if you have doubt on changing on your career decision do this.
And if you are sure to do LLB you may prepare for CLAT-2013 to be held around Feb./March then you can get admission to 5year degree (BA.LLB.) giving you two degrees and saves you 1 year.Goodluck
