Hello,
It is always troublesome to compare two colleges or institutions. This is so because there are many dynamic issues and it's always the case that one institution is good in some while the other is good in others. Also, different observers can conclude differently based on the same data. In such situations, a student will get more confused than clarified. It's my sincere advice that takes admission whichever of the two gives you at the earliest. Best wishes to you.

You can get loan for government institutions but if you want to take education loan upto 7.5 lacks then you have to give an asset in the form of guarantee.
