No, 80789 OBC jee main rank is not enough to get top IIITs . You must have a rank around 16,000 OBC JEE main rank or 36,000 OPEN JEE main rank to get admission in top IIITs.

First, you will have to secure 50% marks in 12th board and next, you have to qualify an internal test which is held by the college and according to their cutoff (most probably above 60 out of 100 for general category), you will be eligible for B.Sc admission.

Your rank can't guarantee you a seat in computer Science and engineering department because of the fact that many college's the rank for CSE will be strictly around 60k. So it's better to take admission in nearby University. You're rank can't give you a seat in top colleges so better to think twice before taking admission in local colleges.

BBA stands for Bachelor of business administration and it is a 3 year full time graduation course which can be done after successful completion of 12th grade. It is a course which is gaining popularity day by day. You said that you are weak in Maths and want to complete the course then you can easily do that as BBA is a more theory based programme and less Maths in involved. Maths is only one subject in the whole course and it contains very less percentage of marks as compare to the whole course. So if you want to go for BBA and you are not that good in Maths then let me say that you are on a right track.

You should get around 85 or more marks to get CSE at VIT Vellore and 65-70 would be more than enough to get IT Branch. The VIT cutoff rank (and marks out of 120) for CSE and IT is around Rank-840 (Marks-96.6).
