Generally, to pursue M.Tech, you need to pass Bachelor's degree in the related field of engineering from recognized University. You need to sit for an entrance exam.
You may contact the university officials directly for specific criteria and admission details as it differs from one university to another.

As per your, profile, I would suggest you to complete your B.Tech first from India and then pursue masters degree from universities abroad.
Please remember, every university has its own course specific eligibility criteria for admission, in order to know the exact eligibility criteria it would be always advisable to browse through the university's website you wish to apply.
Overall, in order to pursue masters degree from universities in abroad, you need to have relevant undergraduate degree from recognized university, with good academic record, preferably 60%-70% plus in graduation, plus you need to take below mentioned test.
