DAV is a private College, Yes you can join DAV  for an MBA course without CAT. DAV conducts own entrance exam for the admission in MBA program. If you clear the entrance exam of DAV College then you get a admission in it. And if your rank is good then you get a scholarship also from the college. DAV is not expensive. The Fees of DAV are average so everyone can afford this college. If you take an entrance exam and you get a good rank, then you will awarded by scholarship, then your fees will be reduced and sometimes you get up to 90% scholarship.
