Boise State is a accredited and even regionally ranked university. It is one of the largest in the State of Idaho. It is a public research university, so it is worthy of consideration.
Though it is relatively a new university, compared to others; the university has been recently ranked for their UG Engineering programs, which shows the university has some potential.
But note, it is not ranked for the Graduate level Engineering education.
But whether is a good university for you to pursue Electrical Engineering depends on two things
1. How is your own academic profile. If it is good and you have appeared and got good scores in GRE and either IELTS or TOEFL - then you might find better universities.
2. The curriculum offered by the University and location: Foremost is the curriculum that is on offer. I will suggest, you go through the program option, modules on offer and whether it suits your academic plans.
If you are comfortable with the above two, like the location and the fact that you have friends who will be studying with you and fees charged - then you can consider it as one of your choices.
But as said earlier, you can find better universities if you want depending on your profile.
