You need to have a bachelor's degree (3-year course) or equivalent with minimum 50% & above marks in any discipline recognised by any Indian University / AICTE as eligible for post-graduate studies.
You can apply while you are in your final year of graduation. If you do get through the admission test, you will be given provisional admission on the condition that you provide your mark sheet and a certificate of passing by a certain date.

Lateral in education generally means taking admisison in a course mid way i.e. suppose you have done your diploma and then want to do degree course then certain universities / institutes allow entry directly in 2nd year or 3rd year for the degree course. This is lateral entry. I don't think there is anything like lateral MA education.

After ECE branch there are two fields. You need to decide that you wish to work and earn in which field :
* Core field
* Software field
If you are opting for core jobs, you may take some courses related to your branch :
-Power systems
-Latest applications of Solar panels
-Embedded systems
-VLSI
-You can also opt for Mechanical branches such as Robotics and Humanoids and other mechanical applications.
For software jobs you can go for programming languages.
Choosing a course entirely depends on your interest and skills. So decide wisely as it will help you to achieve your career goal.
