When you pursue a distance PG course, the value and importance of the course is perceived as a regular PG course by the employer simply by convention. The regular PG course shows more devotion and passion.

You certainly should not have any doubt in appearing for KCET. You are eligible to seek admission in the state of Karnataka.

Distance PG is not much appreciated in the industry and is just held as a degree with no extra values. So I would suggest you to go for a regular degree and if you want a government job go for regular.

You can easily go for BCA here, as the gap will be considered after your higher secondary. So go and find the college suitable for you. as per the region and place.

As per the eligibility for M.Tech, you must have done either Btech or (Bsc+Msc), then only you can apply for M.Tech program. Since you have done B.Sc in Biotechnology, you further need to pursue Msc in any specialisation of Biotechnology
Yes, you can do m.tech after b.sc in maths. sit for gate, score good and get admission to the college of your choice.

Yes you may obviously get admission this way, it is called lateral entry, but the fact is that would require a hige sum of money, and if you can afford that the it is well and good.
