I've heard some colleges take students who have a backlog in their exam. Theya re allowed to attend classes and take part in the the routine college activities but before appearing for the first sem exams you wld need to clear your backlog paper and show a proof of ur pass certificate to the college and only then they will allow you to write an exam. Hi,
US is one of the finest study destination to pursue Masters degree, there are many good and top ranked universities in US, which offers MS degree in various fields, such as:
Electrical engineering.
Computer Engineering and many more fields.
In order to pursue MS from USA, you need to have:
Good academic record, preferably 60%-70% plus in graduation.

Hi Prashant,
Well it is not advisable for you at this stage to pursue Bachelors from Germany, as you have to go for a 1 -1.5 year bridging course or you have to give an entrance exam conducted by the German university or you have to complete 1 year Bachelors in India.
So, as a friend, I would advice you to complete your bachelors in India and then pursue your masters from Germany.
But as you have asked, I would like to say that as mentioned above, there few institutes offering Bachelors in Automobile in Germany. However, there are few universities that are offering a course related to Mechanical engineering and allied are:
