US is one of the finest study destination to pursue Masters degree, there are many good and top ranked universities in US, which offers MS degree in various fields, such as:
Electrical engineering.
Computer Engineering and many more fields.
In order to pursue MS from USA, you need to have:
Good academic record, preferably 60%-70% plus in graduation.
Relevant undergraduate degree from recognized university.
GRE score of 300-320 plus.
TOEFL score of 80-90 plus.
Please note, that the history of backlogs will not affect your chances of getting admission in the US universities , but please make sure that at the time of applying to the university all of your backlogs are cleared.
Universities in US have 2 admission intakes in a year namely:
Fall(August) intake.
Spring(January) intake.
An average tuition fee at US universities is around US$ 30,000 per year. the tuition fee and living expenses might be more or less depending on the university and location.

Well it is not advisable for you at this stage to pursue Bachelors from Germany, as you have to go for a 1 -1.5 year bridging course or you have to give an entrance exam conducted by the German university or you have to complete 1 year Bachelors in India.
So, as a friend, I would advice you to complete your bachelors in India and then pursue your masters from Germany.
But as you have asked, I would like to say that as mentioned above, there few institutes offering Bachelors in Automobile in Germany. However, there are few universities that are offering a course related to Mechanical engineering and allied are:
Mannheim University of Applied Sciences:
Bachelor of Science degree in Automation Technology (BSc)

BS in Mechanical Engineering

An international student must have completed 12 years of schooling. International students studying in schools in India, can submit their applications pending the declaration of their Higher Secondary (10+2) or equivalent examination results.
Direct admission of international students to Engineering, Medical (MBBS), Dental (BDS) or any other medical course offered by public institutions is not possible. For students from developing countries of Africa, Asia and Latin America, where facilities for medical education are either inadequate or not available at all, a limited number of seats are reserved in the MBBS, BDS courses. The exact number and country-based allocation of these reserved seats vary annually. Students seeking admission against the reserved seats are required to submit their applications through the Indian missions abroad or through the diplomatic missions of the respective countries in India.
International students can seek university admission to undergraduate courses in Engineering, Medicine (MBBS) and Dentistry (BDS) in private colleges. Number of NRI / PIO /Foreign quota is limited and rest of the seats is filled by various entrance exams only for Indian students.

Scholarships are competitive and awarded to the most deserving students. At the graduate level you can get funding in the form of graduate assistantships where you work or research with professors. In exchange you may get your entire/partial tuition fees waived, and get a monthly stipend to cover your living expenses. Such awards are very competitive.
Universities abroad consider various factors such as previous academics, entrance test scores, work experience, application documents and so on while assessing an application for admission and scholarships; hence, it is important to have a well-rounded outstanding profile.
