Hi Rajan,
Although, IGNOU is one of the oldest and recognized Open Universities but I would suggest that if your brother wants to make a career in Tourism Industry he should opt for a full time programme, as Tourism is a vocational degree which would require good practical exposure that you can earn only through a full time programme where you would be able to ineract with students and faculty members on daily basis.

BBA/BBM both are bachelor degree based on commerce and management background
this is considered as graduate degree . so you are eligible to get any government job valid for graduate. for private and MNC jobs it is considered good same as banks alsocomplete your mba after this course and enjoy full power of management jobs mba should be full time regular
